Official Rules: 21

  1. Count to twenty-one. On your turn, say one, two or three numbers.
  2. One number: play passes on. Two: play reverses. Three: skip the next player.
  3. Say twenty-one, and finish your drink. Then make a rule, and start the count again.
  4. Drink for a wrong number, the wrong turn, too long a pause, or breaking a rule. The count restarts from you.

Not the same as Cheers to the Governor. Ask the Official.
